이 글은 안동준 자료를 통해 1960-70년대 증평협업농장의 운영을 살펴보며, 박정희 정부 시기 협업농장의 ‘협업’이 무엇이었는지 질문하고자 한다. 1960년대 협업농은 박정희 정부가 영세 자작농 체제의 낮은 생산력 문제를 해결하기 위해 도입한 정책이었다. 그러나 구체적인 협업 방식에 대한 논의는 부족했고, 이러한 공백은 협업을 위해 개인의 자질이 중요하다는 주장으로 이어졌다. 이는 일견 모순되어 보이는, 협업에 대한 다양한 주장이 공존할 수 있는 조건이 되었다. 이러한 맥락에서 1968년에 시작된 안동준의 증평협업농장 구상은 그가 이상적으로 여긴 이스라엘과 일본이라는 모델, 1960년대 박정희 정부와 충청북도의 협업농업 정책이 충북 증평이라는 구체적인 장소에서 결합된 결과물이었다. 증평협업농장은 설립 초기에는 이스라엘 키부츠를 모델로 한 “반공자유의 이상적 농공협업”이라는 안동준의 구상으로 출발했으나, 이후 건국대학교의 농업문제 종합연구소의 제안을 통해 보다 합리적이고 민주적인 운영 방식으로 전환되었다. 1970년대에는 정부나 행정기관에 대한 의존에서 벗어나 비교적 독자적인 수익 모델을 창출하면서 구성원의 안정과 복지 확대를 이루었고, 내부 구성원들에게도 긍정적인 평가를 받았다. 그러나 이러한 ‘전환’을 단순히 설립 초기의 모순과 긴장이 한 방향으로 해소된 것이라고 평가하기는 어렵다. 증평협업농장의 변화는 새마을운동과의 연결 속에서 협업이 보여주는 다양한 변형 양상을 이해하는 관점에서 접근할 필요가 있다.
This study examines the Jeungpyeong Cooperative Farm during 1960s–1970s, questioning the historical construction of “cooperation” under the Park Chung-hee regime. Although introduced to solve low peasant productivity, the policy lacked a structural design within a capitalist framework, creating an “ideological vacuum.” This gap allowed contradictory claims to coexist and shifted the burden of systemic success onto the individual qualities of farmers.
Ahn Dong-jun’s 1968 vision for the farm emerged as an intersection of personal ideals—modeled after the Israeli Kibbutz and Japanese Yamagishism—and the state’s “strategic village” strategy. While initially envisioned with an orientation toward an “anti-communist” community, the farm’s structure was later reorganized into a management-focused “democratic” framework through the intervention of the Institute of Agricultural Problems at Konkuk University.
This transformation was not a simple resolution of early tensions but a complex evolution linked to the Saemaul Undong. Ultimately, the farm’s history reveals how cooperation was reconstructed through the interplay of state ideology, rational management, and an exclusive logic of membership.
