…사정을 속속들이 아니 한국과 북한 양측 다 침묵을 지켰다. 김대중 정부가 들어서자 황장엽서기는 김교수를 불러 자기는 이제 노쇄하니 김교수가 미국으로 재망명해서 북한의 망명정부를 세우라고 지시했다. 미국입장에서도 정보의 보고가 오는 것이니 마다할 이유가 없었고 역시 비밀리에 김현식 교수의 미국정착을 도왔다. 처음에는 예일대로. 내가 김현식 교수를 만난것은 2000년대 초반 D.C.에서 였다. 한국교수가 북한사정을 잘알고 러시아어로 얘기가 되니 무척 신기해하면서 밤새 속마음과 비밀을 털어 놓으셨다. 그때도 이미 거동이 불편해서 목발을 짚고 다녔다. LINK라는 예일대 중심의 한국교포학생들의 북한인권단체가 생겼다. 애드리언 홍이란 키가 큰 멕시코 출신 교포학생이 리더고 김교수님이 지도교수였다. 한국link지부의 지도교수는 나였다. 홍군은 키가 꽤 큰 미남이었다. 배우가 돼도 될만큼.. 시간이 흘러흘러 20년후에 갑자기 애드리언 홍은 세계뉴스의 초미의 관심사가 됐다. 정체를 알수없는 청년들의 주스페인 북한대사관 습격사건이 터졌고 그 리더가 홍군인 것이 밝혀졌다. 그들은 유유히 대사관을 털고 스페인 경찰을 속이고 리스본 공항으로 달려 미국으로 무사귀환했다 사진에 나온 홍군은 그동안 살이 찌고 머리가 벗겨졌음을 알수 있었다. 신고를 받고 달려온 스페인 경찰에게 김정은 뺏지를 단 북한대사관 직원이 유창한 스페인어로 아무일 없었다고 안심시켜 돌려보냈다. 이 북한대사관 직원을 연기한 사람은 애드리언 홍이었다. 멕시코출신이니 스페인어가 유창한건 당연지사. 스페인 경찰은 돌아가면서 그 북한직원 스페인어 정말 잘하네 하고 감탄했을것이다. 여기에 얽힌 얘기는 많지만 통일이 된 차후에 얘기할 수밖에.. 김현식 교수님이 나에게 해준 북한 최고지도자 집안의 속살은 너무나 흥미로웠다. 내가 던지는 의외의 질문에 김교수님은 놀라면서도 충실히 답해주셨다. 자기 제자인 김정일이 죽기전 날 김현식 교수는 느닷없이 김정일에게 주는 편지를 썼는데.. 그 다음날 그 편지를 받을 인물인 김정일이 사망했다. 당시 동아일보 워싱튼 특파원이 재빨리 이 편지를 입수하고 인터뷰를 해서 특종을 터트렸다. 아래에 링크 건 기사에 있는 내용은 약 20년전 나에게 해준 얘기의 거의 70%에 해당되는 얘기이다. 재밌는 것은 역시 자기 제자였던 김평일에 대한 높은 평가였다. 더 깊숙한 내용도 차후로 미룰수 밖에.. 류근일 선생과 김현식 교수의 만남. 비밀리에 서울에 온 김교수는 제일 먼저 류근일 주필을 만날것을 요청했다. 김일성대 교수였다가 반골기질을 참지못해 함경도수용소로 숙청된 류주필님의 가친은 처참한 생활을 하고 있었다. 그런데 기적이 일어났다 류주필님 서울대정치학과 동기중 월북해서 어느 위치에 올라간 인물이 김일성에게 요청을 했다. 유모교수의 아들인 류근일이가 남반부에서 투옥 등 빛나는 투쟁을 하고 있으니 유교수를 유배에서 풀어주는게 어떻겠냐고... 김일성은 그 건의를 받아들여 유교수를 유배에서 풀어주되 김일성대가 아닌 김형직 사범대로 보내고 거기 교수 두사람이 매일 유교수에 대한 동향보고서를 써내야한다는 조건으로. 김형직은 김일성의 친부 이름. 그때 지명받은 교수가 김일성가의 과외교사였던 김현식 교수였다. 류주필님은 물론 이런 일이 일어나고 있는것을 알 방법이 없었다. 유교수님은 밥도 따로 먹어야했는데 김현식 교수가 재치를 발휘해 김일성에게 같이 교수식당에서 밥을 먹어야 동향보고가 더 쉽다라는 권유를 해서 유교수는 이후에 교수식당에서 마음 편히 동료들과 밥을 먹을수있었다. 세월이 흘러흘러 김현식교수는 서울로 오게됐다. 어려서 교회를 다녔던게 망명의 주원인이 됐다. 오자마자 류주필님을 만나 저간의 사정을 상세히 얘기하니 몰랐던 사실을 알게됐다. 류주필님은 후에 자기가 모르는 사이에 얼굴도 가물가물한 아버지께 효도를 하게됐었다고 회고하셨다. 이제 류교수님이나 김현식 교수님이나 전부 저 세상에 가셨다. 아래 글을 읽으면 김현식 교수의 북한 최고지도자 집안에 대한 평가를 잘 알수있다. 김정일의 前 개인교사 김현식 교수 ‘제자에게 부치지 못한 편지’ : 뉴스 : 동아일보 -

…효익 측면 뿐만 아니라 북한 비핵화도 상당한 기여를 할 수 있으므로 원자력 생태계의 붕괴를 막아야 합니다. 이를 위해 탈원전 정책 전환이 필요합니다. 먼저 단기적으로는 원전수출을 성사시키도록 범정부적으로 전력을 다하고 수출이 성사되더라고 향후 5년 정도 이후에나 기자재 제작 착수가 가능할 것이므로 그 공백을 메울 수 있도록 신한울 3,4 호기를 APR1400+로 건설할 것을 제안하였습니다. 필요할 경우 One-In-One-Stop 방침 즉 신규를 하나 가동하게 되면 고령원전 하나를 잠정적으로 정지하는 방안도 제안했습니다. 이 길이 우리 원전 생태계를 살릴 수 있는 가장 현실적인 길인 것 같습니다. 장기적으로는 원자력의 안전과 사용후핵연료 처분에 관한 국민의 불안을 불식시킬 수 있는 원자력 제대로 알리기를 제안했습니다. IT 매체, SNS를 적극 활용하여 젊은 사람들이 관심을 갖고 원자력에 대한 이해를 넓히고 인식을 전환하여 탈원전에 대한 여론이 바뀔 수 있도록 하는 노력을 체계적으로 해야합니다. 이과정에서 미세먼지와 이산화탄소 저감에 있어 매우 원자력이 매우 효과적임을 널리 잘 알려야 합니다. 마지막으로 북한 비핵화 과정에 우리나라 원자력 인력과 기술이 잘 활용될 수 있도록 준비해야 함을 제안했습니다. 핵물질의 생산 이력 검증, 핵시설과 물질의 폐기, 북한 핵개발 인력의 전환, 경수로 사업 재개 등에 원자력계 인력과 기술이 활용될 수 있는데 이는 미리 잘 준비함을 전제로 합니다.

탈원전 접으면 한전과 기업과 국민이 환호한다 (문화일보 기고) 원 제목을 위와 같이 하여 기고한 글이 문화일보에 실렸습니다. 오죽하면 한전 사장이 정부의 반대를 무릅쓰고 전기요금 할인제를 폐지한다고 발표했겠습니까? 한전 주가가 탈원전 이전 6만원에서 근래 2만 6천원대로 떨어졌습니다. 적자로 배당도 줄어드는데 주가 마저 떨어지니 소액 주주들이 열받아서 대통령과 전현직 장관을 검찰에 고발했답니다. 비용상승 요인이 분명히 있는데도 불구하고 정부가 탈원전으로 전기요금 인상이 없을 거라는 공언을 지키기 위해 한전이 적자를 감내하는 게 부당하다는 겁니다. 알아보니 한전의 외국인 주식비율이 25%도 넘습니다. 외국인들이 이 부당성에 대해 제소할 우려도 있습니다. 그러면 한전은 지금의 최하의 투자적격 등급에서 부적격으로 바뀔 지도 모릅니다. 결국 정부는 전기요금을 인상할텐데 표를 의식해 산업용 전기요금을 인상할 겁니다. 그런데 이미 우리나라 산업용 전기요금은 주택용과 실질적으로 같을 정도로 올랐기 때문에 산업용 전기 요금의 인상은 가뜩이나 떨어진 제조업의 수출경쟁력을 약화시킬 겁니다. 모순 투성이의 탈원전의 문제점을 아는 국민은 이제 7할이상이 원자력의 지속적 이용을 지지합니다. 탈원전 접으면 한전, 기업, 그리고 대다수 국민이 환호할 것입니다. 수출 경쟁력에도 악영향 끼칠 탈원전 출처 : 문화일보 | 네이버 http://naver.me/GcbHXZgJ

불합리한 탈원전 로드맵 정부가 어제 탈원전 로드맵을 발표하며 원자력계에 대못을 박았습니다. 신고리 건설재개 기쁨은 사흘밖에 못갔습니다. 에너지 전환 로드맵이라는 이 로드맵에는 다음과 같은 문제가 있습니다. 1. 탈원전이 국민의 뜻이라는 자의적 해석 신고리 5·6호기 공론화 과정 중 2만명을 대상으로 한 1차 여론 조사에서는 원전 축소 의견은 39.2% 로서 유지 및 확대 의견보다 4.8%p 적었습니다. 시민참여단 471명만 대상으로 한 3차 조사에서도 4.6%p 적었습니다. 다만 숙의토론 후 진행된 4차 조사에서 축소 의견이 8.0%p 우세하게 나온 것은 건설재개를 선택해 준 일부 시민참여단원이 정부에 대한 미안한 마음을 나타낸 것이라 보는 게 타당합니다. 시민참여단 471명의 8%는 34명입니다. 공론화위원회는 소수인 이들의 온정을 견강부회하여 중차대한 국가 대사에 영향을 미칠 수 있는 원전 비중 축소 권고안을 내놓았습니다. 이는 기본적으로 신고리 5·6호기 공론화위원회의 임무에 없는 월권적인 권고이며 불합리한 권고입니다. 정부가 탈원전 대선공약을 공론화위원회의 이 부당한 권고로 정당화하여 탈원전이 국민의 뜻이라고 한 것은 자의적입니다. 탈원전에 대한 국민의 뜻을 한 번 제대로 물어야 합니다. 2. 탈원전과 원전 수출지원의 이율배반 어떤 나라가 원전이 위험하므로 탈원전을 하겠다고 선언한 우리나라의 원전을 수입하겠습니까? 이는 이율배반이며 도덕적이지 못한 방침입니다. 탈원전을 포기하면 세계 정상급 수준인 우리나라 원전 기술로 블루오션 원전 수출시장에서 대박을 낼 수 있습니다. 지금 원전 수출을 할 수 있는 나라는 프랑스, 러시아, 한국, 중국, 일본 정도입니다. 원전기술은 고도의 기술이므로 아무 나라나 할 수 없으므로 그렇습니다. 3. 원전 해체시장에 진출하자는 모순 원전해체 시장은 향후 50년간 약 300조 즉 연평균 6조 정도밖에 안 되는 데다 이미 해체 기술과 경험을 확보한 해외 기업들이 여럿 있습니다. 원전해체는 약 15년이 걸리기 때문에 우리나라가 이제 해체 기술개발을 시작해서 경험을 쌓아 수출을 해보려면 2030년 이후에나 됩니다. 그 이후도 우리나라가 기존의 기업들에 비해 경쟁력이 있을 거라고 볼 근거는 없습니다. 더군다나 한 기의 해체 비용 약 6500억원을 15년에 집행하면 연 430억원 밖에 안되고 그나마 40% 정도는 폐기물 처리에 들어가는 소모성 비용이라 수익이 별로 없습니다. 이미 세계 수준에서 최고의 경쟁력을 갖고 있는 우리나라 원전건설 산업에 비해 해체산업은 기대수익도 턱없이 작은 레드오션입니다. 4. 원전 연장 가동 백안시 미국에는 88기의 원전이 가동기간 20년 연장 허가를 받아 60년을 목표로 가동 중입니다. 이중 44기는 이미 40년을 넘겨 가동 중입니다. 오래된 원전이라고 위험하고 고장이 많이 나는 게 아니라는 사실은 최근 3년간 미국의 원전 평균 가동율이 92% (아래 인터뷰에서 93%라 한 것은 수치 착각) 였다는 점에서 입증됩니다. 5. 석탄과 가스발전 대책 누락 진정한 에너지 전환 로드맵이라면 석탄과 가스발전에 대한 계획도 응당 포함되어야 하는데 누락됐습니다. 탈원전과 탈석탄을 동시에 가져가면 가스 발전 비중이 늘 수 밖에 없어 전기료 인상이 불가피 합니다. 월 3만원 내던 가정에서 인상 후 15,000원 더 내는 것과 월 100만원 내던 중소기업에서 50만원 더내는 것은 영향이 다릅니다. 최근 셰일가스의 생산성이 정점에 도달했다는 파이낸셜 타임스 보도도 있었습니다. 유가가 향후 급격하게 오를 수도 있습니다. 이런 가능성을 염두에 두고 적정 에너지 믹스를 먼저 정하는 것이 순리인데 미운 털 박힌 원자력은 무조건 줄이고 예쁜 자식 신재생만 잘 키우자는 단순한 논리의 탈원전 로드맵입니다. 6. 신고리 5,6호기 건설재개 후속조치의 왜곡 건설재개 후속조치로 권고된 3개항은 객관식으로 제시된 4개 선택지에서 시민참여단이 선택한 것들 중 비율이 높은 대로 우선 순위를 정한 것입니다. 정부는 원래부터 안전기준 강화, 신재생에너지 비중 확대, 탈원전 정책 유지를 원해서 이들을 선택지에 포함시켰습니다. 그런데 시민참여단은 의외로 탈원전 정책 유지를 13.3 % 제일 적게 선택하고 대신 사용후핵연료 해결방안 마련을 25.4% 로 선택하였습니다. 현명한 시민참여단은 탈원전 필요성을 높게 보지 않고 대신 사용후핵연료 처리를 중시한 것입니다. 여하간 정부에서 원한 후속 조치를 시민참여단의 입을 빌려 정당화한 것입니다. 다만 탈원전 정책유지 의견이 저조함은 숨긴 채로 말입니다. 7. 원자력 전문가 의견 일절 미반영 탈원전 공약은 수립 때부터 원자력 전문가의 의견은 완전히 배제된 채 편견을 갖고 있는 탈핵인사들의 주도로 만들어 졌습니다. 원자력을 백안시하는 청와대의 편견은 공약 수립 당시와 지금 별반 차이가 없는 듯합니다. 청와대는 탈원전을 지지하던 20, 30 대 사람들 다수가 숙의과정 중 원전 전문가들의 설명에 의해 원전에 대한 여러 오해가 벗겨지고 사실이 드러나면서 건설 재개로 선회된 것을 유념해봐야 합니다. 청와대가 원자력 전문가와도 한 번이라도 소통하여 그들의 말을 듣고 탈원전 기조를 재고하기를 간절히 청합니다. 아래는 9시간 이상 네이버 대문에 보이던 보도입니다. 탈원전 로드맵을 질책하는 댓글들이 옹호보다 훨씬 많습니다. 국민여론이 반영되는 듯합니다. 계속되는 '원전 싸움'…매몰비용 등 '탈원전' 공방 출처 : MBC 뉴스 | 네이버 뉴스 http://naver.me/FdBILml7

소극적 자유와 적극적 자유의 분별 이런 거 분별하세요? 저는 잘 못하는데 아래 노정태 작가의 글을 읽고 알게 되었습니다. 자베르 경감을 용서한 장발장 얘기부터 시작합니다. 인문학에 결핍한 사람도 보면 이해가 됩니다. 본문 중에 아래와 같은 말이 있습니다. 노정태 작가는 경향신문 고정 칼럼니스트하다 사상이 울퉁불퉁한 죄로 짤리고 지금은 조선일보 고정 칼럼니스트로서 토요일 마다 맛깔나는 칼럼을 쓰고 있습니다. 주말 저녁에 시무시무 하시면 한 번 보실만 합니다. --- 그런데 오직 일본에 대해서만큼은 소극적 자유만을 유일한 선으로 여기는 목소리가 대세를 이룬다. 작년 광복절 축사에서 문재인 대통령은 '아무도 흔들 수 없는 나라'가 되어야 한다고 했다. 일본과 화해하고 가까워지는 것이 우리의 자유에 대한 위협이라고 전제하지 않고서는 나올 수 없는 발언이다. 그 소극적이고 방어적인 태도는 올해까지도 이어지고 있다. 현실은 전혀 딴판이다. 몇몇 사례만 꼽아보자. 네이버의 자회사인 한국계 기업 라인주식회사의 메신저 라인은 일본에서 카카오톡과 같은 위상을 차지한 국민 메신저다. 옛날에는 대중가요의 상당수가 일본 노래의 표절이거나 번안이었지만 지금은 트와이스의 뒤를 이어 JYP 엔터테인먼트에서 기획한 '니쥬'가 일본의 국민 아이돌 자리를 넘본다. 아직 갈 길이 멀지만 온갖 경제 지표 역시 한일 간의 격차가 꾸준히 줄어들고 있는 상태다. 오늘날 우리가 일본과 어깨를 나란히 할 수 있게 된 것은 소극적 자유를 지키기 위해 문을 걸어 잠갔기 때문이 아니다. 1965년 박정희 대통령이 산업과 경제의 문호를 개방하고, 1998년부터 김대중 대통령이 대중문화의 창을 열었기에 오늘의 대한민국이 가능했던 것이다. 그 결과 식민 지배를 했던 나라와 식민 지배를 겪었던 나라가 대등한 위치에 섰다. 미국과 영국 정도를 제외하고 나면 인류 역사상 유례를 찾기 어려운 일이다. 일본'으로부터'의 자유에 머물지 않고, 일본'에 대한' 자유를 국민들이 누리게 한 덕분이다. 적극적 자유의 기적인 것이다.

지난 번에 한겨레 신문에 탈원전 대총리질의 자비 광고 낸 신광조 (Kwango Shin) 생명의 사과 대표의 글입니다. 바쁘시더라도 한 번 보시길 강추합니다. ----- ‘썩은 사과’와 ‘생명의 사과’ - 신광조 (생명의 사과 대표) -신한울 3·4호기 재개 서명 국민운동 출범에 부쳐- 이 자리를 준비해주신 최 연혜 의원님을 비롯한 관계자 여러분들에게 진심으로 감사를 드립니다. 저는 이 자리에 떨리는 마음으로 섰습니다. 우리국민이 다시는 과학기술을 박대하고 홀대하지 말고 배우고 사랑하여 우리나라가 희망의 나라로 부강한 나라로 가는 마지막 남은 배를 기다리며 타는 마음으로 서 있습니다. 저는 광주에서 왔습니다. 공무원 출신이지만 늘 세상을 개혁하고 싶어 학생운동을 최 일선에서 열렬히 한 전형적 좌파입니다. 오늘 이 자리에는 저 같은 출신, 성분, 성향을 가진 분이 좀 드문 것 같습니다. 저는 묻고 싶습니다. 왜 ‘탈원전’정책 찬성 반대에 이념이 좌지우지하며 정파가 중요하냐고? ‘탈원전’이 국민의 삶에 어떤 영향을 미치는지를 꼼꼼히 따져 보는 것이 훨씬 중요하지 않느냐고? 왜 영남은 찬성 호남은 반대, 왜 한국당은 찬성 민주당은 반대, 왜 민주당은 슈나이더만 쫓아다니고 한국당은 쉘렌버그 만 쫓아다니냐고? ‘탈원전’이 정강이 될 수는 있지만, 종교적 독단 도그마가 되어버린 세상은 슬픕니다. 정책방향 결정의 족쇄가 되어서는 국가발전과 국민행복을 가로막는 덫이 되고 맙니다. 제 어머니 님은 겨울이 오면 난방을 하지 못하고 오돌 오돌 떨며 지내셨습니다. 난방비를 아껴 자식의 등록금에 보태기 위해서. 화순에서 파프리카를 키우는 제 후배는 요즘 걱정이 태산 같습니다. 전기료가 오른다는 데 우리는 어떻게 온실 농업을 하느냐고? 국민은 ‘탈원전’에 불안해하고 초조해하고 있습니다. ‘탈원전’ 바람이 불자 대체 수입 선수로 등장한 LNG 사용은 미세먼지 초미세먼지를 양산해 국민 감기환자는 늘어만 가고 있습니다. 국민이야 등골이 휘든 말든 뼈골이 빠지든 말든, 전기요금 마음대로 올려, “한국 전력공사는 수지 잘 맞추고 한국전력 주가 오르고 사장 경영 잘 한다 칭찬받고”, 마음대로 멋대로 폼나게 멋지게 ‘탈원전’하면 그만입니까? 과학기술의 숭상과 진흥은 국민의 삶을 편리하게 하고 국민을 잘 살게 하는 ‘급소’입니다. 문화예술이 국민들 밥상의 반찬이라면 과학기술은 밥입니다. 이순신의 거북선이 그랬고, 세종의 농사직설과 한글이 그랬습니다. 가장 최근의 업적은 반도체와 휴대폰, 그리고 원자력이 그랬습니다. 과학기술이 우리나라 국민을 먹여 살리는 밥인 것입니다. 뼈 빠지게 우리들을 위해 45년간 사고 한 번 안내고 헌신해온 원자력이라는 머슴! 지난 60여 년간 선배들의 피와 눈물이 어린 역사의 금자탑! 그런 원자력을 하루아침에 버려버리겠다는 배짱은 도대체 어디서 나온 것입니까? 그 효자산업 수출산업 버리고 무얼 먹고 살겠다는 이야기입니까? 지금 우리 힘으로 우리가 키운 자식! 원자력을 버리겠다하니 국민을 늘 어여삐 여기던 세종대왕이 울고 있습니다. 이순신 장군이 한산섬 수루에 홀로 앉아 울고 있습니다. 국민을 먹여 살리는 것을 최우선으로 쳤던 다산 정약용 선생이울고 있습니다. 오곡백과 풍성하고 삼림이 울창한 나라를 꿈꾸었던 백범 김구선생이 울고 있습니다. 그런데 정작 지금, 당 대를 책임지고 사는 우리는 국민을 위해 울 사람이 누가 있습니까? 날이 갈수록 삶에 지쳐 우는 국민의 눈물을 닦아주기 위해 같이 울어 줄 분이 누가 있습니까? 국민의 눈물을 닦아 줄 손수건을 장만한 분들이 누가 계십니까? 지금 이 나라에는 썩은 사과만 널려 있고 생명의 사과는 귀합니다. 오늘 이 자리에 계신 여러분처럼 나라를 풍요롭게 하고 국민의 건강에 도움이 되는 생명의 사과가 너무나 귀합니다. 사과는 원자력의 씨앗인 태양의 빛을 받고 자랍니다. 그러다 가을이 오면 빠알간 홍조를 띠며 자신을 키워준 주인에게 수줍게 다가섭니다. 우리 인간을 위해 달콤새콤하고 아삭아삭한 순정을 바칩니다. 지금 이 나라는 팩트는 없고 주장만 있습니다. 증명은 없고 목소리만 있습니다. 합리성과 건전한 상식은 없고 모순과 독선만 있습니다. 우리는 없고 진영만 있습니다. 국민은 없고 정치인만 있습니다. 과학자는 없고 무당의 주술만 있습니다. 윗사람의 비위나 맞추고 눈치만 보는 행정기술자만 있고 자기 목을 내놓고 바른 말을 하는 영혼을 가진 공무원은 없습니다. 이런 사이비 종합예술의 총체적 결과가 ‘탈원전’입니다. 썩은 사과 무당들의 춤이 ‘탈원전’입니다. 우리는 모두 과학자가 될 수는 없지만 과학자를 존중하고 과학을 사랑하는 나라를 만들어야 합니다. 보수와 진보가 더 나은 세상을 향해 안전하게 날아가는 비행기의 양 날개 이듯, 좌뇌의 논리와 우뇌의 감성은 좌뇌의 과학기술과 우뇌의 문화예술은, 국민의 삶을 풍요롭게 하고 먹여 살리는 밥과 반찬입니다. 일요일 하루 종일 노래만 부르는 TV 프로그램 편성부터 바뀌어야 합니다. 기분과 정서에 의해서만 좌우 되어서는 안 됩니다. ‘탈원전’과 같은 외침이 과학기술을 다루는 인간에게 “위험성을 한 시도 잊지 마라”고 주의를 당부하는 간절한 경고에 그치지 않고, 기존의 과학기술을 송두리째 뿌리뽑아버리는 ‘어처구니’ 없는 재앙이 되지 않기 위해서는 우리들의 사고부터 과학적 마인드로 재무장해야 합니다. 하여 우리들은 ‘생명의 사과’ 국민 운동본부라는 조그만 배를 띄우고자 합니다. [생생하고 명쾌하고 의미있는 사실과 과학]의 정보를 국민 여러분에게 손쉽고도 재미있게 전하고자 합니다. 국민의 삶에 도움이 되고 국민이 행복해지는 데 조그마한 기여라도 하고자 합니다. 과학의 아침편지가 되고자 합니다. 우리나라의 과학교육은 입시제도와 치맛바람에 날려 어디론가 사라져버렸습니다. 과학적 사고가 없는 나라는 늘 ‘탈원전’과 같은 무당의 주술만이 판을 치기 십상 입니다. <생생하고 명쾌한 사실과 과학>에 입각한 과학문화 운동이 활발하게 펼쳐 질 때만이, 지금 이 나라에 혼란과 불안 갈등의 원흉이자 주범인 ‘탈 원전’과 같은 일이 다시는 국가정책화 되지 않고 시급하고도 중요하며 절실하고도 너무나 당연한 ‘신한울 3·4호기 건설’ 재개의 횃불을 태울 불쏘시개가 되어 마침내 국가를 부강하게 할 활화산이 되어 지금 이 땅에 만연한 ‘썩은 사과’를 떨어뜨리고 ‘생명의 사과’가 주렁주렁 열리는 금수강산을 만들어 줄 것입니다. 우리 후손들에게 우리가 해줄 수 있는 최대의 선물이 될 것입니다. 많은 관심과 성원을 간절하게 부탁드립니다. 감사합니다. 2018. 12.13. <생명의 사과 국민운동본부> 대표 신광조

슈피겔 지 독일 탈원전 실패 기사가 한경에 상세히 한국경제가 슈피겔 지 기사를 자세히 소개해서 썼네요. 제가 아침에 소개한 것 보다 훨씬 낫습니다. "독일 정부는 당초 내년까지 이산화탄소 배출량을 1990년대의 60% 수준으로 낮추겠다는 계획이었다. 하지만 탈원전 정책으로 감축량 목표치 달성 가능성이 희박해지면서 결국 지난해 1월 해당 목표 달성을 포기한다고 공식 선언했다. 슈피겔은 독일이 계획대로 완전한 탈원전·탈화석연료화를 달성하려면 현재보다 다섯 배 많은 대체에너지 발전 설비를 확충해야 할 것이라고 분석했다. 이를 위해 향후 2조유로(약 2620조원)에서 3조4000억유로(약 4455조원)가량의 비용이 들 것으로 내다봤다. 슈피겔은 “독일의 에너지원 전환 사업은 독일 통일만큼이나 값비싼 프로젝트가 돼가고 있다”고 했다." 아래는 제 원 포스팅... 독일 에너지 전환이 실패라는 기사가 슈피겔지에 독일 통일후 최대 정치적 사업이었던 에너지 전환 사업이 매년 40조원 정도 (최근 5년간 1600억 유로)의 비용이 투입되었음에도 불구하고 이산화탄소 배출은 줄이지 못하고 전기요금은 세계 최고 수준으로 올려 실패한 사업 (murks = a botched job)이라는 정밀 분석 기사가 슈피겔지에 실렸습니다. 독일은 후쿠시마 사고 이후 탈원전을 확고한 정책으로 하여 원전을 줄이며 재생에너지를 늘여 왔지만 그 간헐성을 보완하기 위한 갈탄 발전 증가로 이산화탄소 배출이 줄지 않아 2020년 온실가스 감축목표를 달성 못할것이라는 것을 지난해에 이미 공표했습니다. 이제는 풍력발전기와 송전선 건설에 대한 주민 반발이 거세지고 있고, 가난한 국민들의 전기료 부담때문에 독일 연방 감사원장 정치에 대한 지지도가 하락하는 것을 우려해야 될 정도라는 언급도 있습니다. 영어로 번역된 기사 링크 참고하세요.  @james frederick  If we started putting all resources into researching renewable energy decades ago when it already became clear climate change would happen I would agree with you.

However by this point we need to act as quickly as possible. Renewable energy might become the better alternative in the future but right now nuclear energy is the more viable option.

It's not great, but it's better than nothing.

Also governments can make nuclear energy profitable by providing subsidies and loans and removing some of the unnecessary regulations on nuclear energy. Furthermore, the fear around nuclear energy is unwarranted, as nuclear energy is one of the safest ways to produce energy. Sadly, the general population has been swayed on this matter based on emotion not fact, and if climate change is to be halted a combination of nuclear and renewables is necessary!

It has the lowest number of deaths per thousand terrawatts of energy produced, even lower than wind, solar or hydro power. Also, 80% of US nukes and 100% of French nukes are currently leaking tritium into the groundwater around them. If you don't know these things, you need to go  back and research how nuclear plants work. The nuclear plants at Fukushima, Chernobyl, and Three Mile Island released massive amounts of radioactivity into the environment. In fact every single minute for the past 10 years, the Fukushima plants have dumped radioactivity into the bay as they continuously pump water over the melted cores to prevent them from starting to blaze out of control again.  @For A Green Future  I dont know if this means anything to you in reality, we are pulling a radioactive element out of the ground and then using it and putting the by product back into the ground, in a concentrated form yes but we manage it. They don't just put it into the environment randomly. I have read that literally living right next to a nuclear reactor ie like residential housing near a nuclear facility, there is no difference to living in far away, the radiation is shielded meaning it cant actually affect the outside area unless you have a meltdown. Which in reality are rare, and with proper management can be mitigated entirely. New technology reduces the risk aswell. 

AS for fukishima, experts say that the environmental impact of the water is incredible small to the point where it is negligible. You know why? Radiation isn't actually that dangerous, it gets a really bad rap, ofc standing in front of the elephants foot is going to be incredible unhealthy but in small amounts its essentially harmless. Even flying you expose yourself to a similar amount of radiation to a chest xray.

CEOs chase profit. Companies as a whole chase profit. It's not their job to determine what is the "right thing" to do. I mean, what even is the "right thing"? Who gets to define what is right? No, instead it's society's job to determine what is "right" and encode that in the laws which companies will have to follow.

Sweden's nuclear reactors are also going off-line. A couple of months ago a reactor was turned off, a week later it got really cold in the whole country. This meant that we had to start a coal powerplant to keep us warm. The politicians behind the desicion of turning off the nuclear reactor told us to stop vaccuming our homes because it took too much energy😂

As a molecular biologist, I think that biological research can help to remove radioactive waste. Recently, a bacterium called Deinococcus radiodurans was found in power plants. This organism has special genes which enables it to repair its shattered DNA after being exposed to high doses of radiation. We could now insert these genes into other bacteria to "consume" radioactive waste (I made a video how that works). This might only be a small solution but the bacteria would have a blast.. no pun intended

That sounds cool, I just want to make a distinction for anyone reading between "consuming" the waste and inactivating the waste. Radioactive waste is at the atomic level, so bacteria would just absorb it and it would be concentrated in those organisms, just like heavy metals are. The radioactive atoms would stay radioactive until they naturally decay. 

So potentially we could use such bacteria in a water treatment plant, where the bacteria work like mini vacuum cleaners to gobble up certain contaminants (in this case, radioactive elements). But just like a vacuum cleaner, someone needs to empty the filter once it gets full of the nasty. So at the end of the treatment plant, the bacteria would have to be filtered out, and the contaminants they absorbed would still need to be stored safely somewhere. Basically, this wouldn't work in bacteria living in the wild, because organisms up the food chain would eat the bacteria and the contaminants would biomagnify. 

But there are a lot of places where huge amounts of water get contaminated (Fukushima for example), and this sounds like an interesting idea to make the water treatment process potentially more efficient!

Not necessary. Just watch the video "Argonne explains nuclear recycling in four minutes" on Youtube by the Argonne National Laboratory - one of the largest research institutes in the US.

Burnt nuclear fuel is 96% recyclable and the remaining 4% are fission products whose radiation levels fall below those of natural Uranium after just 500 years.

We don't need to search for a solution for nuclear waste, we already know how to close the fuel cycle.

It's populism and politics coming from a place of ignorance. It's the same thing with GMOs, for instance. People look at the words "genetic" or "nuclear" and understandably have their concerns, we can't reasonably expect the average person to be knowledgeable about advanced scientific topics. Politicians will either blindly pander to these concerns or have them themselves. The difference is that a politician should be knowledgeable about a topic if they are to give their opinion and vote on it, and always regard scientific evidence over their own premade opinions. And that's not even going into the subject of lobbies.
It's unfortunate how leaders worldwide are so easily swayed and corrupted and it's no wonder people are feeling ever more sepparated from politics.

Yep, it's mind-boggling really. One would think that these parties would invest more resources into teaching other people about all the good stuff that comes with nuclear energy, yet they vilify it and against all scientific approach they push less ideal alternatives for some reason*. Sometimes they act like some kind of cargo-cult or religion, when in reality they should be the ones adjusting their politics the most, according to scientific knowledges and advancements.

*I generally agree with Kurzgesagt opinion piece on this, but I don't think hydro should be considered as good option when presenting renewables. Hydro is disaster (ecocide even) for the ecosystem around it.

I have a profound respect for Kurzgesagt. They put an enormous amount of time into research and animating their videos, try to make scientific topics as simple to understand as possible, and treat their viewers with a lot of respect. The Earth mug I bought from them hasn't had any paint come off even though I've been dishwashing it for a year, definitely not a cheap product. Of all the YouTube merch I've gotten, I think theirs is the highest quality (just barely beating out LTT). They could have just kept with patreon alone or gone with a cheaper producer, but they genuinely care. I'm happy that there are actually content producers who just want to educate the world and make the world better. As soon as I get a paycheck I am going to put a good amount of money into their patreon per month.

We should invest more in space technology as it might be the only solution for finding alternative source of energy in the future. Space researched could help a lot in the prospects. There's already a nagging idea of propelling Helium-3 which could honestly a good replacement of fossil fuels. This energy resource could be found on the Moon. 
Another idea is getting unlimited energy from the Sun using satellite panels and could remotely send energy back to Earth. 
There was something that Nikolas Tesla proposed to get electricity as safe and cleaner but he died before his idea was struck on the next generations.
Either way, mankind should really get their heads out of the ground and look for ways as not doing anything would turn out future into the stuff of nightmare for our future generations to experienced.
