Patrick Dodson is a Yawuru man from Broome in Western Australia. He has dedicated his life work to being an advocate for constructive relationships between Indigenous and non-Indigenous peoples based on mutual respect, understanding and dialogue. He is a recipient of the Sydney International Peace prize.
Patrick has extensive experience in Aboriginal Affairs, previously as Director of the Central and Kimberley Land Councils and as a Commissioner in the Royal Commission into Aboriginal Deaths in Custody. He also served as inaugural Chair of the Council for Aboriginal Reconciliation and as Co-Chair of the Expert Panel for Constitutional Recognition of Indigenous Australians.
Prior to his endorsement by the Australian Labor Party as a Western Australian Senator in March 2016, Patrick was a member of the ANU Council, Adjunct Professor at the University of Notre Dame (Broome) and Co-Chair of the National Referendum Council.
Since entering the Parliament in 2016 as Senator for Western Australia and Shadow Assistant Minister for Indigenous Affairs and Aboriginal and Torres Strait Islanders, Patrick has fought for justice for First Nations People and a fair go for remote and regional WA.

Australia Yearly Meeting Presiding Clerk has written this letter to the Australian Prime Minister of behalf of Australian Quakers seeking support for two initiatives relating to the alleged war crimes by Australian soldiers in Afghanistan.

Dear Prime Minister,
I write of behalf of Australian Quakers to seek your support for two initiatives relating to the alleged war crimes by Australian soldiers in Afghanistan.
We join all Australians in expressing deep concern at the findings of the Brereton Report, and we note especially the following points: (a) 39 Afghans were murdered by Australian special forces in 23 incidents, (b) none of the alleged killings occurred in the heat of battle, and (c) complaints by Afghan human rights groups were ignored. Given the significant involvement of Australia in Afghanistan over many years, we believe a thorough and strong response is warranted. The people of Afghanistan deserve nothing less after the suffering they have endured.
Firstly, we ask that the Government refer the Brereton Report to an appropriate committee (e.g., Joint Parliamentary Committee on Foreign Affairs, Defence and Trade) for public examination and response. We anticipate that this would give the opportunity for people with relevant experience in Afghanistan to offer submissions and evidence.
Secondly, we ask the Government to extend the current Resilient Agriculture and Livelihoods Initiative for Socio-Economic Empowerment (REALISE) project – supported by DFAT through Action Aid Afghanistan to the Uruzgan province where the killings occurred. The project seeks to especially empower rural women through better nutrition, access to capital, and increasing literacy/numeracy. It would be a clear acknowledgement of the debt owed to the people of that region who assisted Australia’s presence in many ways.

What do Cadbury, Clarks Shoes and Greenpeace have in common? They were all founded by Quakers.
The Christian faith known as the Religious Society of Friends — or, more colloquially, as Quakerism — was founded in the 1650s in north England by the activist George Fox.
Unimpressed by what he saw as a disconnect between Christian values and the behaviour of the Church, Fox established a faith based upon equality, social justice and pacifism.
It may sound like a peaceful endeavour, but the religion and its rule-breaking followers were far too progressive for the 17th century establishment.
Fox's non-hierarchical views were particularly controversial. He believed that anyone could have a relationship with God, making churches and clergy dispensable.
Between 1662 and 1670, it's estimated 6,000 Quakers were imprisoned for various crimes, including refusing to swear an oath in court or remove their headwear before a magistrate.
The Religious Society of Friends is no longer persecuted, but Quakers can still be characterised by non-conformity and commitment to peaceful rebellion.
'We have that rebellious spirit'
There are fewer than 1,700 Quakers in Australia, as captured in the 2016 Census results.
Central Coast mother-of-two and waste campaigner Lisa Wriley is one of them.
She formally joined the Friends in 2014, but has worked with Quakers on social justice campaigns since the early 90s.

"Whether they're part of the Knitting Nannas Against Gas or the Grandmothers Against Detention of Refugee Children or at the Adani protests, I don't know many Quakers who couldn't also be considered activists," she says.
"I think we have that rebellious spirit and aren't afraid to question the way things are."
Over the years, the Australian Quaker community has called on the government to end offshore detention of refugees, legislate on same-sex marriage and support the Uluru Statement from the Heart.
"I think Quakerism is more relevant than ever and I often lament that we're not very good at telling people about who we are, what we do and how they're welcome to join us," Ms Wriley laughs.
"It's just not been part of Quaker practice, that whole sort of proselytising thing.
"But at demonstrations, we are getting a bit better at having signs that say: 'Quakers'."
Silent worship, sans clergy
It's not just its commitment to social activism that sets this Christian faith apart.
The Society of Friends does not have "churches" but rather "meeting houses", in which worshippers gather for silent meeting in lieu of religious services.
Practices vary between regions, but attendees generally sit in a large circle and only speak when they feel compelled to. They may reflect on a spiritual sentiment, or even a political one.
There are no clergy, no songs, and no sermons. The only role is the 'clerk of the meeting', who looks after the logistics of running the meeting house.
"It is a totally different experience to worshipping in all the other churches because of the stillness and the silence and that you just don't have the hierarchy of leadership," Ms Wriley says.
Sweet like chocolate
Tim Sowerbutts is what Quakers call a "birthright Friend". He was born into the faith, after his parents converted from Anglicanism and Presbyterianism.
"My parents couldn't agree about a way to get married, so they took the default option to both leave their own churches and get married in a Friends meeting," he says.
"They were both pacifists and so that took them into the world of meeting Quakers."
Mr Sowerbutts's parents migrated from northern England to Hobart after World War II.
The Tasmanian city was home to a strong Quaker community, as the Cadbury family — members of the Religious Society of Friends — had established their chocolate factory there 30-odd years before.

Mr Sowerbutts says that Cadbury's, like many other Quaker-run companies, actually stemmed from religious persecution.
"One of the reasons Quakers got into business was because they were restricted from becoming a member of the profession," he explains.
"They weren't going to swear allegiance to the king, so they couldn't go to a university and become a lawyer or an engineer.
"All the chocolate firms started off as Quaker — Cadbury's, Fry's and Pascal's. Barclay's Bank was originally a Quaker firm, so was Friends Mutual, a big insurance company, and Clarks Shoes."
When Anarchism met Quakerism
The historical influence of Quakers can be seen beyond commercial enterprises.
Mr Sowerbutts says many travelled to Spain during the civil war of the 1930s to act as ambulance drivers and help the victims of the war.

"They were very sympathetic to the non-Franco forces, because the aspect of Quakerism which means there's no central leader or authority is rather familiar to Spanish anarchism," he says.
Eventually Franco and his authoritarian regime won the war, but a Quaker contingent remained.
The only problem was that meetings of five or more people were banned, making religious worship rather tricky.
So the Spanish Quakers took their faith to the streets.
"These half-a-dozen or so people would have a walking meeting, which didn't offend Mr Franco's prohibition on sit-down meetings," he says.
Theologically conservative, socially progressive
According to Mr Sowerbutts, who has visited Friends communities across the world, one of the most fascinating Quaker groups can be found in the Southern USA.
"The Friends are theologically conservative, but not socially conservative," he explains.
"They are very biblio-centric, very Christian-centric, they are quoting verses from the Bible all the time.
"But at the same time, there are [Quaker] farmers organising very dangerous and risky rescues of Central American refugees, bringing them across the border at enormous personal risk to themselves."
Given that this Christian faith was rooted in rebellion from its inception, perhaps it's no surprise that Quakers are pushing boundaries all over the world.

Early Quakers in South Australia, Society of Friends
Early Quakers
The Religious Society of Friends, better known as Quakers, was founded by George Fox, the son of a weaver, around 1650. After separating from the Church of England it soon grew when more dissenters joined. The Pilgrim Fathers, who had gone to the more tolerant Holland to escape persecution in England, eventually sailed for America in the Mayflower.
The first Quaker to arrive in Australia was Sydney Parkinson, who sailed with Joseph Banks and Captain James Cook, in 1770. In 1828 there were two Quakers among the convicts. Four years later another two arrived and the Religious Society of Friends was established in the 1830s. In 1838 there were about 80 Quakers in Tasmania.
A little known fact is that the man who was responsible for advancing the planning, creation and early settlement of South Australia was Quaker Edward Gibbon Wakefield. Quakers were among the earliest free settlers in South Australia. They were attracted for economic reasons and by its founding idea – freedom of religion.
As early as 1825, the Quakers in London had been sending prefabricated meeting houses to Friends in outposts of the Empire. At their 1839 annual meeting it was decided to send one to the young South Australian colony. South Australian colonist John Barton Hack, who was a Quaker had already imported two of these Manning’s cottages and knew they were of good quality. The first meeting of Quakers in South Australia was held at his home on 3 December 1837.
In 1839 Hack sold a parcel of land in Pennington Terrace, North Adelaide, just behind St Peter's Cathedral where the Meeting House now stands. The prefabricated timber building was shipped from England aboard the Rajasthan and arrived in Adelaide on 6 February 1840. Within 4 months the building was up and in use by 14 June 1840.

Tragically, in 1839 John Barton Hack’s daughter and niece died and he needed a place to bury them, but because they were Quakers they couldn't be laid to rest in South Australia's new church plots. Hack solved the problem by using part of the land he had sold to the Friends for burials.
Other burials soon followed. Eventually 14 other graves alongside the Meeting House have been used but later moved to a Quakers plot at West Terrace Cemetery. The remains of the two little girls were never located. The Friend's Meeting House has been on the South Australian Heritage List for some time but as yet not on the national list.

A last tribute
Not all the members approved of the Manning House or its design, which had cost them far more than the original £400. By 1863 they were discussing whether to alter or replace the building. Luckily, it has survived. It is now one of the oldest religious buildings in the city. The pews, also made by Manning, are believed to be the only furniture of his that is still in existence.
Quaker marriages had been conducted following their own customs. The first being on 7 March 1843 between Joseph Barritt and Mary Harrison. To make it legal according to South Australian laws the Quakers Marriage Bill was introduced in the South Australian Legislative Council in April 1862. It had its third reading on 29 May. Many months later and after even more amendments it was finally passed in October and assented to by the Governor in the name of the Queen on 21 October 1862. As a result of a shortage of marriageable women among the Quakers, intermarriage was not uncommon. Although regularly made fun of in the newspapers, Quakers were liked and respected by most South Australians.
Another Quaker member of parliament was Jacob Hagen, MLC from 1843-1861. He was disowned by the Quakers for marrying ‘outside’ John Hart’s sister, a non-Quaker. Among some other Quakers who made worthwhile contributions to early South Australia were Hack, Jacob Hagen, Robert Cock, an early promoter of Aboriginal Land Rights, Joseph May and Councilor Mold who was elected to that position at Gawler in 1862. Hack had been doing extremely well and owned so much property in the city, at Para and Mount Barker that he was able to offer help to other Quaker migrants besides his family.
When Jacob Hagen arrived from Southwark in 1840, he stayed first with the Hacks at Mount Barker while he looked around and decided where to invest his capital. Alfred Capper from Hertford came from a wealthy Quaker family, but arrived, according to Hack, with only a meagre £100. He lived with the Hacks and helped them on the farm. George Deane from Witham was set up as a wine-dealer and accountant and was given a loan of £1,000 by Hack for speculation in Van Diemen's Land.
When Joseph May, his wife Hannah and their eleven children arrived in September 1839 Hack made a section of his Mt. Barker land available on lease to them until they decided where they wanted to settle. They were instrumental in the building of a Meeting House there. Four of their children were married in it, the first one in 1855. Another member of Witham, Joseph Barritt, arrived early in 1840 with a letter of introduction to Hack, who seems to have been regarded as the key Quaker contact in the colony.
Joseph Barritt established the Riverside and Highlands estates near Lyndoch. He was a member of the Legislative Assembly until 1 March 1864. Hack set Barritt up with a loan on one of his properties on the River Para, agreed to pay him a percentage on butter produced and lent him two horses to pull the cart that Barritt had bought for £25.
For some considerable time it was at Mount Barker were most of the Quaker activity occurred. In 1870 the Kapunda Herald reported on the Quakers’ benevolent and philanthropic interests, especially the treatment of the insane and other medical improvements. There are about 1000 Quakers in Australia today.

“한국은 에너지만 놓고 보면 사실상 섬나라입니다.”
최근 기자와 만난 한 에너지 업계 관계자는 우리나라의 신재생에너지 정책이 미국이나 유럽 방식을 그대로 따라해서는 안 된다며 이같이 지적했습니다.
실제 유럽연합(EU) 소속 국가들은 서로 간 전력망이 연계돼 풍력이나 태양력으로 생산한 전력을 어느 정도 나눠 쓸 수 있습니다. 특히 유럽은 전 세계 천연가스 생산량의 17%를 차지하는 러시아와 파이프라인이 연결돼 기체 상태의 천연가스를 직접 공급받을 수 있습니다.
‘셰일가스’로 에너지 독립국이 된 미국은 2년 전 ‘석유 순수출국’이 된 데 이어 전 세계 천연가스 생산량에서 차지하는 비중(23.1%, 2019년 기준)이 세계 1위를 기록하고 있습니다다. 미국이나 EU는 신재생에너지 보급을 확대하더라도 전력망 안정성에는 큰 문제가 없는 구조인 셈입니다.
반면 한국은 다릅니다. 우리나라는 노무현 전 대통령 시절부터 러시아에서 생산된 천연가스를 공급받기 위한 파이프라인 건설 계획을 추진했지만 ‘남북 관계’라는 변수 때문에 17년 넘게 제자리걸음을 하고 있습니다. 무엇보다 지난해 기준 우리나라 발전 용량의 32.3%를 차지하는 액화천연가스(LNG)는 천연가스를 액화시킨 뒤 이를 LNG운반선으로 들여와 다시 기화시킨 후 발전하는 방식 입니다. 이 때문에 파이프라인으로 공급받는 천연가스에 비해 발전단가가 4~5배가량 높습니다. 이외에도 우리나라는 발전용 석탄을 99% 수입에 의존하고 있습니다. 또 발전 단가가 여타 화석연료 대비 절반 수준인 원자력발전은 문재인 정부의 ‘탈원전 정책’으로 전체 발전설비 용량에서 차지하는 비중을 지난 2020년 18.2%에서 오는 2034년 10.1%로 줄인다는 방침입니다.

반면 정부는 신재생에너지의 설비 용량은 같은 기간 15.8%에서 40.3%로 빠르게 늘린다는 계획입니다. 전문가들은 이 같은 문제 때문에 우리 정부의 신재생에너지 보급 정책에 대한 속도 조절이 필요하다고 지적합니다. 정동욱 중앙대 에너지시스템공학부 교수는 “재생에너지는 발전 변동성이 큰데, 한국은 에너지 섬나라이기 때문에 재생에너지 발전량에 따라 이를 타 국가에 내보내거나 들여오는 게 불가능하다”며 “LNG 등 여타 화석연료의 높은 가격을 감안하면 원전 비중 확대를 통해 신재생에너지의 낮은 안정성 문제에 대응해야 한다”고 밝히기도 했습니다.

이 같은 신재생에너지 과속 정책의 문제점은 현재 전력 과잉생산 등으로 문제가 되고 있는 태양광만 봐도 알 수 있습니다. 관련 통계에 따르면 지난 한 해 동안 신규 설치된 태양광 규모(4,126MW)는 원자력발전소 4개(발전소 1개당 1,000MW) 규모를 뛰어넘었습니다. 지난 2018년 2,367MW 수준이었던 태양광 신규 설비 용량은 2019년 3,789MW로 늘어나는 등 가파른 증가세를 이어가고 있습니다.
현재 태양광 설비 확대는 전기 수요 증가나 에너지 전환이 아닌 태양광 사업자들에게 돈이 됐기 때문입니다. 정부가 전기 판매 수익 외에 ‘신재생에너지공급인증서(REC)’ 판매로 추가 수익을 올릴 수 있는 구조를 만들며 너도나도 할 것 없이 태양광 사업에 뛰어들고 있는 상황입니다. 500MW 이상의 발전설비를 갖춘 대부분의 대형 발전사들은 민간 태양광 사업자 등이 현물시장에 내놓은 REC를 사들이는 방식으로 ‘신재생에너지 의무발전비율(RPS)’을 맞춥니다. 이에 따라 발전사들이 지급하는 RPS 의무이행비용 정산금은 2016년 1조 1,811억 원에서 2019년 2조 2,422억 원으로 3년 만에 두 배가량 껑충 뛰었습니다. 특히 지난해 REC 가격이 4만 원대로 2년 사이 반 토막이 났음에도 민간의 태양광 사업 진출이 잇따르며 RPS 정산금은 2조 31억원을 기록하기도 했습니다.
태양광발전이 수요와 무관하게 보조금으로 과잉생산 단계로 접어들었음에도 정부는 속도 조절은커녕 민간 태양광 사업자들의 비용 보전을 위해 RPS 상한을 기존 10%에서 25% 늘리기로 하며 REC 가격 반등을 꾀하고 있습니다. RPS 정산금 증가는 전기 요금 인상으로 이어진다는 점에서 태양광 사업자의 비용 보전을 위한 보조금을 전 국민이 분담하고 있다는 볼멘소리도 나옵니다. 무엇보다 태양광 같은 신재생에너지의 정격 용량의 경우 지난해 전체 전력원에서 차지하는 비중이 15.8%인 반면 전기 사용량이 많을 때의 발전량을 뜻하는 ‘피크기여도’는 3.3%에 불과해 전력 시스템의 안정성을 떨어뜨리는 요인이 됩니다. 태양광은 기온이 25도 이상인 여름이나 일조량 및 기온이 낮은 겨울에는 발전 효율이 크게 떨어집니다. 이 때문에 지난해 폭염과 올해 초 혹한기 당시 신재생에너지의 피크기여도는 1%를 기록하기도 했습니다. 정부가 신재생 전환 정책의 밑그림을 새로 짜야 한다는 지적이 끊이지 않는 이유입니다.

핵의 세계사

제목과 같이 '핵'을 둘러싼 세계사의 진행과정을 내용으로 한다. 그런데 한반도 문제가 관련하여 북'핵'을 빼놓을 수 없는 것처럼 핵 자체를 이야기하면서 미국을 빼놓을 수는 없다. 핵무기를 먼저 개발한 것도 미국, 그것을 직접 최초로 쓴 것도 미국이기 때문에 결국 내용도 미국의 '핵'을 둘러싼 이야기다.
다 읽고 나니 드는 생각이 다른 것을 차치하고 정말 과연 희망찬 한반도의 봄날이 올것인가? 하는 것이다. 오늘 남북간에 생긴 예기치 못한 일을 보고 그런 것은 아니다. 북한에 있어서 핵무기란 것이 족쇄이기도 하면서 불안감에 대비한 최후의 보장책이라고도 할 수 있을텐데 일견 그림의 떡일 수도 있는 체제를 보장하는 것을 약속한 것으로 과연 포기 할 수 있을까? 만약 정말 그럴 의향이라면 김정은 본인 입장에서는 엄청난 도박을 하는 것일 수 있겠다 싶다. 한국전쟁이후 지속적으로 미국의 핵위협을 받아온 입장으로서는. 한미중을 비롯한 주변 동북아 국가들로서는 결국 그러한 믿음을 보장 못한 책임도 없지는 않다고 할 수 있을 것 같다. 북핵을 키운 주범이 북한 본인들이라도 하더라도 결국 '북핵' 개발 원인을 제거하지 못하고 더욱더 키워버린 책임이 있을 수 있단 것이다.
그리고, 북핵 폐기만 아니라 종국에는 핵무기 없는 세계를 만들어야 한다. 핵 에너지도 포함하여. 체르노빌 및 후쿠시마라는 사례를 통하여 핵 에너지란 것의 허구성을 볼 수 있지 않을까? 값싼 에너지라고 한들 많은 사람들의 생명보다 중하지는 않다. 물론 국익 계산을 살벌하게 하는 국제 무대에서 그런 공감을 이루어 낼 수 있는가는 별개이지만.

절대반지의 환상을 넘어...

보통의 일반 국민들은 나라 안팎의 외교와 안보에 대한 균형 잡힌 생각과 판단을 하기가 쉽지 않다. 우선 접할 수 있는 정보가 한정되어 있는데다가, 교과서에 실린 얄팍한 정보와 지구상의 유일한 분단국으로써 갖게 되는 전쟁에 대한 불안감을 늘 품고 살아야 하기 때문일 것이다. 북한은 새빨간 생각으로 가득한 사람들이 득실거리는 곳이고 핵무기를 손에 넣으려 혈안이 되어 있는 위험한 족속들인 것이다.(이들에게 먹을 것을 준다는 것은 군량미를 대는 것 밖에 안 되는 것이고...) 그리고 신문 광고 등을 통해서 안전하고 깨끗한 원자력에너지와 원자력발전소의 효율에 대해 친숙하게 접해왔다. 더군다나 우리나라 같이 인적자원 외에는 수출하거나 소비할만한 천연자원이 전무한 상황에서 원자력은 달콤한 유혹이라 할 수 있을 것이다. 이를 이용하면 마치 석탄 석유로 만들어지는 에너지에만 의존하는 것에서 벗어날 수 있다는 나름 합리적인 이유도 기인했을 것이다. 후쿠시마 원전사태는 그곳이 엄청난 강도의 지진이 발생했기 때문에 생긴 천재지변이지 한국과 같이 그런 강도의 지진이 발생할리 만무한 지역에서는 안전하다는 생각도 한 몫 했을 것이다.
우리나라의 주류 언론과 매스컴에 의해 교육받아온 우리들의 이런 생각이 편견에 지나지 않음을 저자는 이 책을 통해 말하고 있다. 그것도 날카롭고 통쾌하며 반론의 여지가 없을 만큼 꼼꼼한 논지로 말이다. 이 책을 읽으며 내심 '뭐 하나 시원찮은 소리가 나오면 바로 반박 할테다!'하는 마음으로 책을 읽었으나, 읽는 내내 빈틈을 찾기 어려웠다. 그 이유는 무엇보다도 객관적 사실을 기초로 두었다는 점이다. ~카더라 통신 같은 찌라시 정보가 아닌 당시 사건과 정책에 대한 국가간의 외교문서, 당시 주요 언론보도, 대통령과 참모들의 외교적 공개발언에 대해 꼼꼼히 살피고 분석했다. 당시에는 비밀이었으나 그 기밀유지기한이 끝난 외교기밀문서들을 위키리크스등을 통해서 다각도로 검토하고 분석함으로 나오는 저자의 이야기는 이념과 이권이 아닌 역사적 사실에 기인한 것이라는 강력한 토대를 제공한다. 실제로 TV 토론 프로그램에서 패널로 이야기할 때 그가 주장하는 것에 대해 반대편 패널이 제대로 대응을 하지 못하는 모습은 그러한 저자의 탄탄한 논지로 인함이란 생각이 들었다.
또한 각 나라별 입장에 대한 분석도 놓치지 않는 부분이다. 국가 간의 외교에 있어서 어떤 절대적인 부분은 없다. 어제의 적국이 공동의 목표에 대해서는 서로 협조하고 화해를 맺는 동맹국으로 변하는 것은 불과 수십 년 전 우리나라를 둘러싸고 벌어진 일이었다. 이러한 든든한 토대와 내공으로 저자는 하나하나 두껍게 쌓여있던 우리의 편견을 무너뜨려간다. 그 단초가 되는 키워드는 바로 핵이다. 2차 세계대전부터 시작된 핵의 역사는 오늘날까지 국제 외교와 정세에 크나큰 영향을 미치는 샤우론의 절대반지와 같이 휘둘려져왔다. 이 책은 바로 핵을 통해 2차 세계 대전부터 지금까지의 세계사를 재조명하고 있다.
그 편견은 우리가 보통 세계사 및 국사 시간에 미쳐 짚어주지 못한 부분이기도 한 부분이다. 우리는 2차 세계대전에서 미국이 일본에 핵폭탄 2방을 투하한 것이 일본의 전투력에 크나큰 타격을 주기 위함으로 알고 있었지만, 사실은 종전을 향해가는 이 전쟁에서 승전국의 위상이 높아만 가는 소련을 겨냥하여 무력시위차원에서 진행된 사건임은 알지 못했던 부분이다. 우리는 오늘날 미국이 우리를 북한으로부터 지켜주는 수호천사이자 우방국으로만 알고 있지만, 한국전쟁 당시 한국은 전략적 가치가 없다고 판단하여 애치슨라인에 한국을 제외했고 막상 한국전쟁이 발발하기에 앞서 한국을 핵폭격 고려대상 지역으로 삼았던 데다가, 한국전쟁 내내 핵공격 대상으로 삼고 인근에 핵무기를 전진배치까지 했었다는 사실은 알지 못했던 부분이다. 그리고 이승만은 북한에 핵폭탄을 터뜨리지 않는 미국에 불만이 가득했으며, 우리의 영웅으로 칭송받는 맥아더 장군도 북한과의 전쟁을 끝내기 위해서는 북한 전역에 핵폭탄 수십 방을 투하하여 향후 수백 년간 생물이 살지 못하도록 해야 한다고 주장하기 까지 했다는 사실은 우리는 잘 알지 못했던 부분이다. 미국이 핵을 못 쓴 이유는 자국 내를 포함한 서방 동맹국들의 반대와 3차 세계대전의 위협에 대한 부담감을 잘 알고 있었기 때문이다. 그에 비해 또한 베트남전쟁에서 미국이 제대로 힘을 발휘하지 못하자 당시 박정희는 국내 핵무기개발을 시도했다가 무산되었다는 사실은 어느 정도 알려진바 있다. 이 밖에도 다양한 국가와의 주고받은 외교문서에서 밝힌 강대국 미국의 행보는 매우 치졸한 동네깡패와 다를 바 없었다는 놀라운 사실을 알게 된다.
실상 알고 보면 2차 세계대전 이후 미국의 국제 안보기조는 딱 하나, 핵무기를 앞세운 협박이었다. 시대적 상황에 의해 가장 먼저 핵무기를 손에 쥔 미국의 모습은 국제 평화를 위한다고는 하지만 철저히 자국의 이익에 기인하여 행동했다. 한국전쟁 내내 그리고 직후에 북한뿐만 아니라 중국 본토에도 핵폭탄 카드를 끊임없이 만지작거리며 위협하였다. 내가 가진 핵무기는 나라를 부강하게 하는 매력적인 선물이지만, 남이 갖게 되면 나를 해칠지 모르는 가장 무서운 칼날과 같다고 여긴 미국의 행보는 나 이외에 다른 모든 이들을 협박하며 핵을 통한 국제무대에서 으름장을 놓으며 자국의 군수산업을 발전시키는 계기를 마련했다. 그 시장은 소련을 향했고, 중국을 향했고, 베트남을 향했으며, 중동을 향하다가 현재는 북한을 향하고 있다. 국제정세 불안이야말로 미국이 바라는 바요, 그들이 갖고 있는 압도적인 군사력을 선보일 수 있는 기회이기 때문이다. 바로 미국 매파와 네오콘의 탄생이 시작되는 순간이다. 이로 인해 당연히 미국의 동맹국들도, 중국도, 오랜 냉전의 라이벌인 소련도 미국의 협박에 대항하는 길은 그들과 같이 핵무기를 손에 쥐는 길 밖에 없다고 판단하는 것은 당연한 수순이다. 우후죽순으로 남몰래 핵개발에 성공한 국가들이 생겨났고 우리 지구의 현재 평화라고 여기는 상태는 바로 이런 각국의 '핵에 의한 평화'의 결실이다. 그리고 미국이 주장하는 미사일방어체계를 통한 평화이기도 하다.
물론 이에 대한 자체적 반성의 목소리가 생겨나기 시작했다. 핵을 사람을 죽이는 무기로만 활용하는 것이 아닌 이를 에너지원으로 활용하자는 과학자들의 의지가 전기를 만드는 원자력발전소로 결실을 맺게 되기도 했다. 허나 정작 핵융합의 원리와 핵 처리 과정, 그리고 핵을 통해 전기를 만드는 일련의 과정을 보면 이 또한 석탄이나 석유를 이용하는 것 못지않은 에너지가 소모되거니와 따지고 보면 바닷물을 데우는 난로이기도 함을 알게 된다. 무엇보다도 핵발전소는 지녔다는 것은 핵무기를 생산할 수 있는 잠재적 능력을 가졌음을 의미하기도 한다. 그래서 비핵국들이 핵무기를 지니기 위해 먼저 착수하는 것은 핵기술을 보유하기 위한 핵발전소 건립이다. 허나 최근에 체르노빌과 후쿠시마 원전사태를 통해서 원전에 대한 환상이 깨지기 시작했다. 이로 인한 방사능 유출은 과거 히로시마와 나가사키에 투하된 원폭으로 인해 발생된 방사능 수치를 육박하거나 능가하는 사태를 초래한 것이다. 또한 원자력을 가동하며 발생되는 폐기물에 대한 처리는 아직 인간의 기술로 정복하지 못한 부분이다. 이로 인해 발생되는 방사능의 폐해는 국경과 대륙을 넘나든다. 우리나라도 얼마 전 후쿠시마 원전사고로 인해 방사능에 좋은 먹을거리가 동이 난 경우를 봐도 사람들이 갖고 있는 불안감을 짐작할 수 있다.
이처럼 저자는 핵을 통해 바라보는 세계정세의 역사적 흐름을 짚어주면서 현재 가장 첨예하다 볼 수 있는 북한문제에 대해서도 되짚어본다. 북한의 외교를 이해하는 키워드는 역시 핵이었다. 북한이 핵을 고집하는 이유는 불과 5~60년 전부터 미국이 핵을 고집하며 국제사회의 주도권을 쥐려고 하는 이유와 닮아 있다. 북한이 강압 외교의 수단으로 핵위협을 하는 모습은 과거 미국의 아이젠하워 행정부가 중국과 북한에 했던 방식과 닮아 있다. 북한이 핵실험을 하는 이유로 미국의 핵위협을 거론하며 자신의 핵무장을 자위용에 불과하다고 주장하는 모습은 미국이 과거 소련과의 냉전체제에 돌입했을 때 내세운 주장과 국가명만 다르지 똑같다. 이렇듯 북한은 핵외교를 이용해서 중국과의 종속관계에서 나름의 자주권을 확보하려고 하고, 미국으로부터 핵위협에서 벗어나는 것과 동시에 경제적인 도움도 꾀하려는 수단으로 지금껏 얄미울 정도로 적절하게 활용해 왔다. 그리고 김정은 체제 때는 더욱 집요하게 이를 이용할 것이 자명하다.
그런 상황에서 우리가 해야 할 바는 무엇인가? 북한이 핵을 지녔으니 아무리 우리가 미국의 핵우산 방어의 그늘아래에 있더라도 불안하니 우리도 핵무기를 개발해서 안심할 수 있도록 해야 하는가? 아니면 북한을 더욱 경제적 안보적으로 압박해서 이들이 순순히 힘들다고 포기할 때까지 위협적 태도를 취해야 하는가? 핵의 세계사를 살펴보면 이런 외교적 태도는 긍정적이고 효과적인 성과를 기대하지 못했음을 알게 해준다. 따라서 현재의 오바마는 우리 입장에서는 세련된 애티튜드의 또 다른 부시와 다를 바 없음을 우리는 기억할 필요가 있다. 그리고 우리가 지향해야 할 지점을 명확하게 할 필요가 있다. 바로 '탈핵'이요 '탈원전'이다.
우리는 핵에 의한 자유를 누려왔다는 선전에 현혹되어왔음을 자각해야 하며 진정한 평화는 핵으로부터의 자유를 통해 이뤄진다는 대명제를 명확히 해야 한다. 서로 칼을 겨누고 총을 겨누기 때문에 아무 일도 일어나지 않는다고 이것이 평화겠는가? 이 시간이 수십 년이 되어가면서 우리는 이것을 마치 평화임을 착각하고 있다. 가장 효과적인 것은 대화와 협력을 통해 서로의 핵에 대한 욕망을 내려놓도록 하는 외교에 있다고 저자는 주장한다. 그러기 위해서는 가장 힘쎈 놈이 자신의 힘을 포기함으로 상대적으로 약한 놈으로 하여금 안심하게 할 필요가 있다. 즉, 북한에게만 핵을 포기하라고 하면 북한은 죽어도 포기하지 않을 거란 말이다. 과거 중국이 핵을 포기하지 않고 미국과의 국교수립을 이뤄낸 것을 기억하기 때문이다. 먼저 한국이 핵무기에 의한 안보의존에서 완전히 벗어날 테니 너희도 핵무기에 대한 집착을 놓자고 제안하는 방식도 필요할 것이다. 유명무실한 사교모임으로 전락할 위험에 놓인 핵안보정상회의에서 실질적인 핵무기 감축에 대한 논의를 제대로 활성화시켜야 할 것이다.(그러라고 오바마에게 노벨상도 준건데...) 또한 자체적으로도 원전시설 및 핵 재처리 시설에 대한 보유를 포기하는 선언을 하면서 북한에게도 이런 우리의 노력에 발맞춰서 과거 김일성이 주장했던 "조선반도의 비핵화"에 대한 노력을 함께 하자고 제안하는 것도 그 일환일 수 있다.
아울러서 우리는 '탈원전'에 대한 준비를 해야 한다. 우리의 산업구조도 그렇고 일상에서도 원전없는 세상에서 살기 위한 생활습관을 길들일 필요가 있다. 과거 수십 기의 원전을 가동하다가 지금은 단 1개의 원전만을 가동하고 있음에도 전력 비상에 차질을 빚고 있다고 보기 어려운 일본은 우리에게 시사하는 바가 매우 크다. 우리는 말만 녹색성장만을 외치지 실상 대체에너지에 대한 투자는 지극히 미비한 수준에 머물고 있다. 또한 독일의 경우도 대체에너지로 상당한 수준을 이뤄내고 있다. 모두가 전쟁 무서운 줄 알고 핵 무서운 줄 아는 전범국가들이다. 핵의 탄생은 인류에게 또 하나의 프로메테우스의 불처럼 여겨졌으나 그 실상은 파괴와 절멸의 도구가 됨을 깨닫는데 너무 늦은 감이 있다. 이 매력적인 "독이 든 사과"에서 벗어나려는 노력은 개인의 노력을 넘어 전 국가적이며 지구적인 행동이 수반되어야 한다. 그렇지 않으면 현재 이 지구를 단번에 수십 개는 날려버릴 수 있을 만한 핵무기 위에 살고 있는 우리 지구의 멸망의 시계는 예상보다 더 일찍 앞당겨 질지도 모른다. 이 책은 우리를 일깨우는 또 하나의 예언서와 같다.
